In London police are braced for an influx of
more than 700,000 revellers for the capital's
riverside fireworks display.
The Metropolitan Police force is pleading with
partygoers to plan their night out to avoid
getting shut out from bars and clubs and s
tranded as they try to make their way home.
Supt Brian Pearce said: "There will be large
numbers of people coming to central London
and we need all of them to plan ahead."
In previous years, police have found revellers
turning up in the city without tickets for party
venues and finding themselves turned away.
Mr Pearce said: "Please plan the evening,
book n advance and plan your journey home.
Be prepared to wait if you are planning to
meet people because the mobile network
may be busy."
Vocalist Andy Abraham, who came last in this
year's Eurovision Song Contest with his entry
Even If, will welcome 2009 in Cardiff as part of
the city's outdoor Calennig celebrations.
But it will be a cold night for crowds taking to
the streets in British cities, with forecasters
warning of a cold night with temperatures
hoverng close to freezing throughout much
of the country.
Tiffany Curnick, a forecaster with MeteoGroup
UK, the weather division of the Press
Association, said: "We are still dominated
by high pressure - it's going to be dry
pretty much everywhere. It's staying dry and
settled for the time being, but really cold."
By the time the New Year reaches Britain,
it will already have been celebrated across
the world.
Sydney is the first major city to see the
opening inutes of 2009. Organisers are
preparing to kick off the world's celebrations
with a record 5,000kg (5.5 tons) of pyrotechnics
over the
famous Harbour Bridge in the city's biggest
display yet.
The 12-minute show marks the stroke of
midnight as 2009 arrives in one of the first
major
cities. Around 11,000 shells, 10,000 shooting
comets and 100,000 individual pyrotechnic
effects will be launched into the night sky in
the
first minutes of January 1.
This year's celebrations are promised to be
even bigger and better than last year and a
crowd of around 1.5 million is expected to
start gathering up to 18 hours before the event

NEW YEAR IN JAPAN New Year (shogatsu or oshogatsu) is the most important holiday in Japan. Most businesses shut down from January 1 to January 3, and families typically gather to spend the days together. Years are traditionally viewed as completely separate, with each new year providing a fresh start. Consequently, all duties are supposed to be completed by the end of the year, while bonenkai parties ("year forgetting parties") are held with the purpose of leaving the old year's worries and troubles behind. Homes and entrance gates are decorated with ornaments made of pine, bamboo andplum trees, and clothes and houses are cleaned. On New Year's eve, toshikoshi soba (buckwheat noodles), symbolizing longevity, are served. A more recent custom is watching the music show "kohaku uta gassen", a highly popular television program featuring many of Japan's most famous J-pop andenka singers in spectacular performances. January 1 is a very auspicious day, best started by viewing the new year's first sunrise (hatsu-hinode), and traditionally believed to be representative for the whole year that has just commenced. Therefore, the day is supposed be full of joy and free of stress and anger, while everything should be clean and no work should be done. It is a tradition to visit a shrine or temple during shogatsu (hatsumode). The most popular temples and shrines, such as Tokyo's Meiji Shrine, attract several million people during the three days. Most impressive are such visits at the actual turn of the year, when large temple bells are rung at midnight. Various kinds of special dishes are served during shogatsu. They include osechi ryori, otoso (sweetened rice wine) and ozoni (a soup with mochi). There are also a few games traditionally played on New Year, however, their popularity has decreased in recent times. Hanetsuki (Japanese badminton), takoage (kite flying), and karuta (a card game) are some of them. A very popular custom is the sending of New Year's cards, which are specially marked to be delivered on January 1. It is not uncommon for one person to send out several dozens of cards to friends, relatives and co-workers. Visiting Japan during the New Year's holidays can be both rewarding and frustrating. Tamsin Leach discovers the spiritual wonder of the Yasaka shrine and the fun of 'happy bags' Saturday, 30 December 2006 Just after midnight on the last day of the old year, I was standing at the very back of an exceedingly long queue in Kyoto, having just missed the ringing of 108 bells. The queue was so huge that it filled the breadth of the Gion district's wide main street; and so long that our destination, the Yasaka shrine, was barely visible in the distance. I wondered if I'd blown it. Drat the toshi-koshi soba. New Year is a big deal in Japan. The big deal. A national holiday, the time for families to gather, at least three days off work. That might not sound much, but to the workaholic Japanese, it's a serious break. Even my rebel youth Japanese friends were working up until 10pm on New Year's Eve, shoring up against the potential disaster of leaving work untended for a few days. Christmas is imported but distorted: young couples give each other gifts to get in the mood, because the birth of Jesus is interpreted as a fortuitous time to conceive. Advent calendars stretch up to 1 January; the post is full of New Year greetings. In place of Christmas trees are shime kazari and kado matsu - hanging and standing decorations rich in symbolism: pine for longevity, bamboo for freshness, twisted straw and white paper as a barrier between the everyday and spiritual worlds. And, while the build-up to Christmas in Britain is filled with parties, present-buying and obscene amounts of alcohol, December in Japan is spent spring-cleaning, in order to start the new year with a clean slate. You eat toshi-koshi soba on New Year's Eve because the austere buckwheat noodles cleanse the palate and soul for the feasting to come; and bells at temples across the country ring out just before midnight to drive out all the worldly desires and bad habits that make us less than we could be - there are 108 of them, apparently. One of mine, surely, is poor timekeeping, which is why I was still on the train from a toshi-koshi dinner in neighbouring Osaka when the bells struck 108. Slightly reassuring was the fact that the train was full. There was an announcement, a polite murmur, smiles all round, but no party poppers or whistles. "Ringing the bells is a religious occasion," said the tourist brochure, sternly. "Drunken behaviour and shouts of 'Happy New Year!' will not be appreciated. However, hatsu mode is light and festive." Hatsu mode was what the queue was all about. In the appropriating, agnostic, strange brew that is Japanese culture, Buddhist temples (ji) have become the locale for funerals and the end of things; Shinto shrines (jinja) serve to celebrate life and beginnings. Hatsu mode is the custom of visiting shrines over New Year. In southern Kyoto, the Fushimi Inari shrine attracts more than a million visitors on New Year's Day, and at Yasaka things kick off right after midnight. Or they do if you're at the front of the queue. At 1am, I'd moved about 500 metres. All around, toddlers dozed in their parents' arms and diminutive elders tightened scarves in the chill. Groups of teenagers laughed off the cold, and an underdressed girl sprawled against her boyfriend before puking delicately in a bush: the sole act of public disorder I witnessed in a period that lasted until sunrise. Worried-looking policemen needlessly waved neon batons at the utterly docile crowd, holding up signs that presumably announced something like "12 hours from this point". At this rate I'd still be plodding through the shrine when the shops opened the next morning. Though 1 January is supposedly a quiet family day for healing and happiness, in Japan, as elsewhere, commerce now takes precedence over tradition. Lines snake around the giant shopping cities in anticipation of fukubukuro - literally "happy bags". Sold by everyone from Apple and Sony to the Mr Donut chain, and cleverly blending the Japanese love for the lucky and limited with the annual clearing-out of old stock, fukubukuro promise savings of at least 50 per cent on their mystery contents, plus the chance of winning a bonus golden ticket-type prize. My chances of snagging a good fukubukoro were dwindling, but there was no turning back. With the trains running all night, the queue behind was now as dense as that in front. And when I finally reached the front of the line, when we climbed the steps of the Yasaka gate and had to wait yet again, when I looked behind and saw the street solid with people to the dark horizon - instead of joy, my heart sank. I could be back in Osaka, throwing back sake and tucking into the New Year's osechi feast with my friends (forget turkey: here it's all portentous sea bream, sweet black beans and herring roe). Surely this was going to be one of those tourist attractions famous for being famous, a tedious crawl around a monument for the sole reward of having "done" it? Then the gates swung open, and we were in. The first surprise was that the queue miraculously vanished; those canny police had been staggering us all along. The second was that this was no austere monument: I'd stepped into a world of lanterns and flames and red-and-white-striped food stalls, of toffee apples and Hello Kitty candyfloss and fried squid on a stick. Breathtakingly magical and picturesque: a sort of Spirited Away with interactive snacks. Past the food stalls and groves of Japanese cypress, monks in white robes tended okera mairi fires. Visitors leant over to light slow-burning bamboo ropes, with which they would then ignite their own stoves for the first meal of the new year. Incense and chanting wafted from the central hall; girls floated around in kimonos, the traditional New Year's attire. Concertinaed strips of white paper hung from every branch and blew bright against the shrine's shadows and dark sky. And everywhere people were stocking up on luck: from more expensive blessings written out by the monks to charms and pre-printed horoscopes. They were still poring over them on the train back to Osaka, curious to see what the future held. Do people really believe in the charms? I asked my friends as, traditionally and auspiciously, we drank Starbucks from a lucky 2006 cup and watched the sun rise on another new year. Their English isn't great and my Japanese non-existent, but I got the gist. Like praying to a god or writing out resolutions, hatsu mode for most is a stab in the dark, a little bit of hope, a mustering of good intentions. And absolutely, definitely, well worth the wait. CELEBRATING THERE The Shijo stop on the Hankyu Kyoto line is just down the (packed solid) road from the Okera Mairi festival at the Yasaka shrine. On New Year's Day, visit the Fushimi Inari shrine in Kyoto, the Sumiyoshi Taishi in Osaka, or the Kasuga Taishi in Nara. More than 400,000 people are expected to pack the capital on Thursday for a parade to celebrate the first day of the New Year. Thousands of families are set to brave the cold weather to enjoy the entertainment at the free New Year's Day Parade.
Organisers promised the 2009 event would be the biggest and best in its 23-year history and said the traditional spectacle would aim to breathe fresh air into London by helping visitors beat the credit crunch and start the year healthily.
More than 10,000 performers from all over the world, including more than 20 marching bands and 1,000 cheerleaders from the United States, will entertain the crowds along the 2.2-mile route. 24 London boroughs will compete for a slice of the £30,000 prize for charity in the Let's Help London Challenge.
Drunken partygoers may not notice but, thanks to the Earth's erratic rotation, the countdown to 2009 will last a moment longer.
British physicists and official timekeepers around the world will insert a "leap second" to bring the most accurate atomic clocks in line with the astronomical day.
London's Big Ben, whose bongs bring in the new year across the UK, will be adjusted while the BBC adds an extra "pip" to mark the delayed start to the year.
Peter Whibberley, a senior research scientist at the National Physical Laboratory in Teddington which is helping to coordinate the update, said: "The difference between atomic time and Earth time has now built up to the point where it needs to be corrected, so this New Year's Eve we will experience a rare 61-second minute at the very end of 2008 and revellers all over the UK will have an extra second to celebrate."
Around 25 radio time signals around the world will need to implement the leap second, plus navigation systems such as GPS and its Russian equivalent, Glonass.
BBC Radio 4's hourly six pips will be extended to seven to denote the change.
The problem occurs because rotation of the Earth is gradually slowing down.
Mr Whibberley added: "The Earth's rotation varies unpredictably due to factors such as changes in the atmosphere and the molten core.
"Atomic clocks like those at NPL are now more than a million times more stable than the Earth's rotation.
"As a result, the two methods of measuring time slowly drift apart and we occasionally have to add or subtract a leap second to the atomic clocks to make sure astronomical and atomic time remain synchronised."

A flight carrying half of one band, the Shawnee Mission West from Kansas, was cancelled following a severe blizzard and more than 150 performers from Sacred Hearts Academy in Hawaii were unable to fly to Britain after a power failure paralysed the island's infrastructure.
Home-grown talent will also have a starring role in the event.
A total of 24 London boroughs - including host City of Westminster - will compete for a slice of the £30,000 prize fund for their chosen charity in the Let's Help London Challenge.
Vintage cars, bell ringers, clowns and musicians are among other highlights in the carnival.
As a special feature, 50 Minis - one from each year of production - will parade through the heart of London to mark the car's golden anniversary.
BMW, which produces the Mini in Oxford, announced earlier this month that production will shut down for five days in January due to a slump in sales.
As well as those who descend on the capital, millions more around the world are set to tune in to watch live broadcasts on TV.
For the first time, the New Year's Day Parade has teamed up with sponsors Nicorette and PruHealth to help visitors get the year off to a good start by giving up smoking and improving their health.
Trained health professionals will be on hand in the Nicorette mobile clinic to boost attempts to kick the habit, while private healthcare company PruHealth will give advice about health cover.
Other sponsors of the event include Butlins, Fred Olsen Cruise Lines, The London Banger Company, Colour Catcher and Guoman Hotels.
The parade's executive director, Bob Bone, said: "This is a wonderful shop window for our great city - millions of people wondering where to head on holiday this summer will get a real feel for the warmth of the welcome that they can expect to get in London.
"The parade - and the route that it takes - reflects the rich heritage and culture that is so cherished by Londoners and its visitors."
The New Year's Day Parade will begin at noon in Parliament Square before winding its way along Whitehall, Trafalgar Square, Cockspur Street, Pall Mall and Lower Regent Street to Piccadilly.
Organisers said temporary grandstands would be put up at various points on the route but crowds are advised to arrive early to secure a good vantage point.
Roger Bramble, Deputy Lord Lieutenant of Greater London, will herald the start of the parade by reading out a special message from the Queen before Big Ben strikes noon.
LOS ANGELES (AP) — Why not share a shot with Paris Hilton or boogie down with Pete Wentz to ring in 2009? This year, any regular Joe with dough (and no reason to sweat the economy) could party like — and with — a rock star, movie star or reality TV star on New Year's Eve.
Here's a look at some of the parties that were boasting famous names:
_ Paris Hilton was to host the Bongo Virus party at the Trademark nightclub in Sydney, Australia. Tickets were $129.
_ New York City's biggest party was arguably the annual ball drop in Times Square. This year's celebration was to feature performances by Lionel Richie, Taylor Swift and the Jonas Brothers, along with appearances by Sen. Hillary Rodham Clinton and former President Bill Clinton. Admission was free. Meanwhile, Mario Lopez was to host a party at the Marquee nightclub (tickets: $165) and actress Emmanuelle Chriqui and blogger Perez Hilton were to host a party at Hotel Gansevoort (admission: $200).
_ Lindsay Lohan was to helm the festivities as gal pal Samantha Ronson spun the tunes at Mansion nightclub in Miami. Admission was $200. Also in Miami: John Legend was to appear at Prive (tickets: $200); T.I. was to perform and Chloe Sevigny was to host at Gansevoort South (admission started at $225); Diddy, Molly Sims, Adam Levine and James Valentine of Maroon 5 were to appear at separate parties at Fontainebleau (admission: $400 for each event); and Busta Rhymes was to perform at the Shore Club (tickets started at $275).
_ How much was it to party with a star in Las Vegas? That depends on your definition of a star. You could celebrate the New Year with new parents Ashlee Simpson- Wentz and Pete Wentz at Pure nightclub for $200; share a toast with Kim Kardashian and her sisters at LAX for $150; or raise a glass with Heidi Montag and Spencer Pratt at the Christian Audigier nightclub for $125. Also in Vegas: Usher was to appear at the Bank nightclub inside the Bellagio (tickets: $200), and Denise Richards and Lance Bass were to host as Run DMC provided the beats at Prive nightclub inside the Planet Hollywood hotel (admission: $200).
_ Just months after surviving a fiery plane crash, Travis Barker and DJ AM (Adam Goldstein) were set to usher in the New Year at the Wilshire Theater in Los Angeles. Tickets were $90. Their performance was to be broadcast live online and at nine nightclubs around the country as part of the New Year's Nation multicity celebration. Also in Los Angeles: Eva Longoria was to host a soiree at her restaurant, Beso; Robin Thicke was to perform at Area (admission: $150); Katy Perry was to perform at Paramount Studios (tickets started at $100); Xzibit was to perform at Apple Lounge (tickets started at $150); Moby, Paul Oakenfold and other DJs were to spin under circus-style tents downtown at Giant Maximus (tickets started at $70).

MORE than a million revellers have ushered in 2009 in Sydney, watching in wonder as spectacular
bursts of fireworks lit up the night sky, culminating in a giant glowing sun on the iconic Harbour Bridge.
With the theme of Creation, the event was 15 months in the making, with a dazzling array of more than 100,000 individual pyrotechnics firing from the bridge, six barges around the harbour and the top of several skyscrapers.The end of December and the beginning of January are the busiest times for the Japanese post offices. The Japanese have a custom of sending New Year's Day postcards (??? nengajo?) to their friends and relatives. It is similar to the Western custom of sending Christmas cards. Their original purpose was to give your faraway friends and relatives tidings of yourself and your immediate family. In a manner of speaking, this custom existed for people to tell others whom they did not often meet that they were alive and well.
Japanese people send these postcards so that they arrive on the 1st of January. The post office guarantees to deliver the greeting postcards by the first of January if they are posted within a time limit, from mid-December to near the end of the month and are marked with the word nengajo. In order to deliver these cards on time, the post office usually hires students part-time to help deliver the letters.
It is customary not to send these postcards when one has had a death in the family during the year. In this case, a simple postcard is sent instead to inform friends and relatives that they should not send joyful New Year's cards, in order to show respect for the deceased.
People get their nengajo from many sources. Stationers sell preprinted cards. Most of these have the Chinese zodiac sign of the New Year as their design, or conventional greetings, or both. The Chinese zodiac has a cycle of 12 years. Each year is represented by an animal. The animals are, in order: rat, cow, tiger, rabbit, dragon, snake, horse, sheep, monkey, rooster, dog, and boar. 2006, was the year of the dog; 2007 was the year of the boar, and 2008 is the year of the rat. For 2006, famous dogs like Snoopy and other cartoon characters were especially popular. For 2008, Mickey Mouse and Minnie Mouse were popular.
The postcards may have spaces for the sender to write a personal message. Blank cards are available, so people can hand-write or draw their own. Rubber stamps with conventional messages and with the annual animal are on sale at department stores and other outlets, and many people buy ink brushes for personal greetings. Special printing devices are popular, especially among people who practice crafts. Software also lets artists create their own designs and output them using their computer's color printer. Because a gregarious individual might have hundreds to write, print shops offer a wide variety of sample postcards with short messages so that the sender has only to write addresses. Even with the rise in popularity of email, the nengajo remains very popular in Japan.

BANGKOK (AFP) — Police forensic investigators sifted through the charred remains of an upscale Bangkok nightclub Thursday, seeking clues to a blaze that killed 58 revellers ringing in the New Year and injured 243.Relatives and friends gathered at Bangkok hospitals and outside the popular nightspot desperate for news of loved ones lost or injured in the inferno that gutted the two-storey building.Police said a Singaporean national was killed and scores of other foreigners -- some from Australia, France, Japan and Britain -- were hospitalised.The blaze apparently broke out after a firework display at the Santika club in the Thai capital's Ekkamai district, a thronging entertainment hub which is frequented by locals and tourists."Police are investigating the incident. It should not take more than two weeks from now to get the result and find the cause of the blaze," said Police General Jongrak Jutanont, deputy national police commissioner.Police Lieutenant Colonel Prawit Kantwol earlier told AFP that the likely cause was a pyrotechnics show that accompanied the band."Most of the victims died from suffocation, but some were also killed in a stampede when people were trying to get out," he added.About 100 people gathered outside the cordoned-off nightclub, an AFP correspondent said, while inside abandoned shoes and broken bottles littered the floor, testament to the panic inside hours earlier."I heard that the electricity went out, so they couldn't find the exit signs to get out," said Ash Sutton from Australia, who was awaiting news of a friend."It's horrible, horrible... I couldn't understand why so many people were killed. They must have been trapped upstairs."The Nation newspaper's website quoted a survivor as saying that the fireworks set the ceiling alight."At first, I thought it was an effect, which looked like (the) real thing. Then, someone shouted 'fire, fire' and panic broke out and people ran for their life," said the woman named as Fah.Jongrak told AFP the nightclub was certified by the Bangkok Metropolitan Administration, but said they were still looking into the safety standards.Police officials said at least 58 people were so far confirmed dead.A Bangkok emergency services official said 243 people including 29 foreigners had been injured and had been rushed to 19 hospitals across the capital suffering from burns and smoke inhalation.Japan's Kyodo news agency said four Japanese nationals were injured, one seriously.A spokeswoman from Britain's Foreign Office said that at least four Britons were hurt in the blaze, while the French foreign ministry said two of its nationals were wounded.The emergency services official said citizens of Australia, Switzerland and Finland were also injured.Almost all the dead were on the ground floor, where the stage was located. Thai television showed fireman counting bodies swaddled in white cloth, as rescuers helped bloodied and bandaged revellers.The club, popular with Bangkok's elite, has a capacity of 1,000 people but it was not clear how many were in there at the time of the blaze.Fire brigade officials said the death toll was high because there were few exits and the windows on the upper floors had iron bars across them. Some victims were trapped in the basement of the club."There was only one main way to get out from the front. In a New Year message, the Prime Minister sounds a deliberately up-beat note, insisting that despite the "enormous" economic problems facing Britain, they will be overcome and the economy will emerge stronger than before.
Mr Brown's positive tone is part of a shift in strategy aimed at drawing a contrast between the Prime Minister's offer of "real help, real hope" and a Conservative party that Labour accuses of "do-nothing" cynicism. Mr Brown said: "The scale of the challenges we face is matched by the strength of my optimism that the British people can and will rise to meet them. Because we're not a do nothing people and we've always risen to every challenge." As part of that strategy, Mr Brown is attempting to share in the political momentum of the new US leader, who takes office on January 20. Diplomats say Mr Brown is keen to secure an early meeting with Mr Obama in Washington in the first months of the New Year. "I look forward to working with President Elect Obama in creating a transatlantic, and then a global coalition for change," Mr Brown said. After spending billions to rescue British banks and borrowing billions more to fund a "fiscal stimulus" package to tax cuts and continued spending, Mr Brown said that 2009 could see a fundamental change in the role of the state in Western economies. Hoping for a "new progressive era across the world," Mr Brown sees "purposeful and energetic governments giving real help to families and businesses when they need it the most; and through expanding through the downturn vital investments in our future." Pledging to "build tomorrow today," Mr Brown signals new Government initiatives aimed at preparing Britain's economy for the end of the recession. Later this month he will make a series of announcements about help to create "green" jobs in alternative energy production and energy efficiency schemes. There will also be help for what Mr Brown called "the digital economy." George Osborne, the Tory shadow chancellor said: “Gordon Brown is living in a fantasy land of his own imagination - not the Britain of 2009. He talks of tomorrow, but ignores the role he played in creating the mess of today.” ”He offers no apology for leading Britain from boom into bust, no explanation of why our country is now the worst affected in Europe, no excuse for why six months of policy announcements have achieved nothing except to add to our national debt. He has the arrogance to use Churchillian language when he will go down in history as the politician who spent ten years in high office failing to prepare Britain for the gathering storm.”
